About Us

Mission

Housing and Credit Counseling, Inc. counsels and educates all people to achieve their personal housing and financial goals.

Founded in 1972, HCCI is a 501(c)(3) nonprofit that provides comprehensive counseling and education in the areas of Consumer Credit, Tenant and Landlord issues, Homeownership and Financial Literacy Education. The main office is located in the historic Buchanan Elementary School building in Topeka.

One-on-one counseling is available by phone, in-person, or online from HCCI offices in Topeka, Lawrence, Manhattan and Emporia. Education Programs are offered in schools, for community groups and in partnership with a wide variety of employment programs and community outreach for homeless individuals. Publications are available directly from HCCI.

Over 12,000 Kansans are served annually. HCCI is governed by a volunteer Board of Directors. Funding comes from a mix of client fees, corporate and government grants, private donations and fundraising campaigns and events. Click here to receive a copy of the Annual Report.

HCCI is certified by HUD as a Comprehensive Housing Counseling Agency, is a member agency of the National Foundation for Credit Counseling, and is fully accredited by the Council on Accreditation. HCCI is a member agency of the United Way of Greater Topeka, United Way of Douglas County, United Way of Riley County, and United Way of the Flint Hills. Staff

Chris Burk – Supervisor of Topeka Counselors and Homebuyer Counselor

Chris is credentialed and experienced to serve all housing and credit counseling clients. His area of expertise includes Reverse Mortgage Counseling, Mortgage Default Counseling, Bankruptcy Counseling, and Credit Counseling. Chris supervises three housing and credit counselors. Chris is the lead educator for the HCCI Homebuyer class series and he directs the TOTO (Topeka Opportunity To Own) Program. Chris received a Bachelor of Education in 1992 from Washburn University. He taught junior high mathematics from 1992 to 1999.

Bob Mackey, Executive Director

Bob has a combined 33 years experience providing direct 1-1 client service in the areas of loan origination and approval, customer service and measuring and reporting outcomes. He has additional experience marketing financial programs and products. He was also responsible for the mortgage lending department for nearly three years while at Capital City Bank. Bob served as the Chair of the Topeka United Way Campaign Committee in 1998 and exceeded a goal to raise $5.2 million. He has served on the boards of the local Boys and Girls Club, Meals on Wheels and Alzheimer’s Association and United Way.
